Proposed draft for urban farming and rainwater harvesting

This will reduce cost of food in cities and improve its quality, reduce scaricity of water in cities and also reduce unemployment and poverty in cities.
This supposes CITIZENS VOICE, RTR urban affairs officer and RTR ration officer have been
passed.RTR urban affairs officer and RTR ration officer if not passed shall be passed along with this draft.

1.The CM will appoint urban affairs officer and ration officer for each district.
The urban affairs officer will hire trainers/specialists in urban farming, rainwater harvesting.The selection will be based on actual experience rather than certificates.
2.The urban affairs officer will give directions to municipal corporations to recruit uneducated, unemployed women from the cities between the age of 25 to 50 to be trained in urban farming, rain water harvesting installation and maintenance.After completion of course, the trained persons will carry out the work in their respective areas.On completion of the course, no certificate will be issued.
3.The course and course materials will be funded by the Reserve Bank Of India while the maintainance will be undertaken by the beneficiaries.
4.The ration officer will issue directions to the ration shops to buy the produce from their area and sell to the parties/individuals.
5. There will also be a helpline and helpdesk for urban farming and rainwater harvesting.
6. Persons who do rainwater harvesting and urban farming will be given incometax concessions.
