Second demand-CM, PM Judge must obey Citizens

The second MRCM-Recall demand , promise - CM, PM shall obey the citizens

The second MRCM demand , promise at State level The second GO we demand will enable commons to get Govt Order or Ordinance signed fromCM without and even against his wish, and even against the wish of intellectuals, elitemen etc.

Following is the description of the second proposed change

- [same as first proposed change, plus one following addition]
- if over 50% of all registered citizen-voters (not just those who registered YES/NO, but all citizen-voters) register YES before 61st day, then the CM shall sign the Govt Order or Ordinance within 48 hours or he may resign. And CM shall obtain the Governor’s approval within 7 days or else he shall resign.

The second MRCM demand at National level
- [same as first proposed change, plus one following addition]
- if over 50% of all registered citizen-voters (not just those who registered YES/NO, but all citizen-voters) register YES before 61st day, then the PM shall sign the Govt Order or Ordinance within 48 hours or he may resign.

Will citizens have to enact all the 100s of GOs by filing YES/NO 100s of times? NO.
Enacting this GO does NOT mean that CMs, PM would need citizens’ YES/NO on every GO. The GO we demand and promise will not stop PMs and CMs from issuing GOs as they can now. The above GO does not require or even expect citizens to register YES/NO on every law. Nor does it mean that MPs , MLAs cannot make any more laws --- the may as they do now. The above GO only means that if a citizen wants to register YES/NO on some of the laws , Govt shall not block him and Govt shall register his YES/NO. Now out of 1000s of laws we have, not all will register YES/NO on all laws. But x% may register YES/NO on some 100-200 laws, and x% may be very high for laws such as DVA, 498A etc. This x% YESes or NOs can create a powerful movement for/against that law.

I would give an analogy. Many hotels have dining rooms, and also provide kitchen in the rooms. Why both? If there is a dining room, why should one have kitchen in rooms? And if every room has kitchen, and if every guest cooks his own food, who will use the dining room. The issue is option --- those who want to cook their own food will do so and those who want to use dining hall will do so or both --- i.e. most guest will use dining hall most of the time and may cook their food when they like. This GO simply creates “an additional option”. The citizens will depend on MLAs, MPs for most laws and demand to cancel the laws. But there are times when MLAs refuse to listen. eg Majority of citizens want 498A and DVA to be canceled, but MPs, MLAs insist on this law as this law fetches huge bribes to policemen (and MLAs, MPs get part of these bribes via IPS). These are the times when if citizens have procedure to register YES/NO on laws, they may be able to use it.

Note: first six clauses are same as the Second MRCM demand. Only 7th clause is changes.

Procedure for Procedure / instruction

1 Cabinet Secretary (State)
The Cabinet Secretary is hereby ordered to accept any proposed Govt Order or Ordinance that any citizen residing in India with valid voter-ID proposes. The Cabinet Secretary would take a fee of Rs 200/- plus Rs 200/- per page from the applicant, and give a serial number with date. The pages must be between A4 size and legal size. There must be no more than 1500 characters per page printed in double space. The Cabinet Secretary would scan the pages of the proposal on the State Government's website within 24 hours on the link of any other link convenient to him.

2 Cabinet Secretary
The Cabinet Secretary may delegate above responsibility to any officer of the rank no less than Deputy Collector

3 Talaties (or their Clerks)
All Talaties are hereby instructed to allow any citizen to register his YES/NO on any proposal submitted to Cabinet Secretary in clause-1 in next 60 days. The Talati would charge a fee of Rs 3, shall take citizen's voter-ID number and proposal number with date, and enter this information in his

4 Talati The Talati will also allow citizen to change his YES/NO for Rs 3/- fee.

5 District Collectors
The Collectors are ordered to ensure that the YES/NO opinion comes on State Government's website under the link provided for that District/Tahsil and area by the Cabinet Secretary.

6 Cabinet Secretary
On 63rd day after the proposal was submitted, the Cabinet Secretary or the officer designated by him will publish the YS/NO count of the proposal on State Government website

7 Chief Minister
On 63rd , if less than 50% of ALL citizens register YES on the proposal, the CM may discard it. But if over 50% of ALL citizens (not just those who registered YES/NO but ALL registered citizens) register YES on the proposed Govt Order or Ordinance, the CM may resign or may sign the proposed Govt Order or Ordinance within 24 hours. And within 7 days, if the Governor does not sign the Govt Order or Ordinance, the CM may resign. And if the Assembly’s approval is needed, the CM shall obtain the approval within 3 months, and if he fails to get the approval, he shall resign. 7.5 Draft of the second proposed change at the National level

Prime Minister
On 91st day, if less than 50% of ALL citizens register YES on the proposal, the PM will discard it. But if over 50% of ALL citizens (not just those who registered YES/NO but ALL registered citizens) register YES on the proposed Govt Order or Ordinance, the PM may resign or may sign the proposed Govt Order or Ordinance within 24 hours. Within 7 days, if the President does not sign the order or ordinance, the PM may resign. And if the Parliament’s approval is needed, the PM shall obtain the approval within 3 months, or he shall resign.

Is signing the proposed GO binding on CM/PM?
The language used in the proposed law is “CM/PM may sign the proposed Govt Order”. But if over 51% citizens have registered YES on a proposal, them the possibility that a CM/PM would refuse to sign the proposal would be less than a CM/PM wishing to commit suicide If at all it happens, it would be last time --- as King of England refusing to obey Parliament.

The second Govt Order and MRCM Party’s strategy
How do we propose to enact 120 GOs we are demanding? We shall contest elections to give publicity to our first two Govt Orders we demand and ask citizens to force all existing CMs, PM to sign the first two GOs. If we win MLA, MP elections, we shall use positions in Parliament and Assembly only to push for first two demands and no other cause. Once these two demands are met, we shall resign and use the Second Govt Order to bring all the changes we want.

Wont the rich people be able to buy out voters?
One question I often face is : wont the rich be able to buy out the voters.Consider an example. Say I propose a Govt Ordinance – Abolish SEZ Act 2005. Say there are 75 cr voters in India. So for the proposed GO to succeed, it would need YES from about 38 cr citizenvoters. Obviously, pro-SEZ elitemen might want to spend 100s of crores of rupees to ensure that the proposal does not get 38 cr YESes. Will their money help?

1. Now if proposal fails to reach the ears of 38 cr citizens, it failed but NOT because of money of pro-SEZ elitemen.

2. If the proposal reached 10s of crores of voters and the refused to register YES, then the failure was not due to money of pro-SEZ elitemen.

3. Say some proposal did reach ears of 50 cr to 60 cr voters. Say some 45 cr voters decided to register YES i.e. cancel SEZ Act 2005. Now will it be possible for pro-SEZ elitemen to pay say Rs 50 or Rs 1000 or anything to say some 4 cr voters and ensure that they dont register YES?

Lets say that pro-SEZ elitemen see that some 40 cr citizens are likely to register YES on “abolish SEZ proposal”. Say elitemen decide to bribe out say 5 crore voters and ask them not to register YES. Say they offer Rs 100 per voter. The cost will not be Rs 500 cr, but Rs 7500 cr, as when elitemen start giving Rs 100 for not registering YES, every common would ask for Rs 100 whether he was going to register YES or NO.

But will that be end of the story? No. Say elitemen pay Rs 7500 cr and manage to stop commons from registering YES on the proposal. Then I need to do is to ask one of my friends to submit same “abolish SEZ proposal” with few words different,. Now that is a different proposal. So voters once tasted blood would now ask pro-SEZ elitemen to cough up money or they would threaten to register NO. After all, it is a different proposal – the money paid for proposal in past doesnt count. So elitemen will have to cough up another Rs 7500 cr. If that happens, I can again ask my another friend to submit same proposal with few words different. Now either citizens will register YES on that third proposal or demand another Rs 100 from pro-SEZ elitemen. Within months, elitemen would run out their all their generations of savings and assets. All wealth of elitemen in India add to no more than Rs 100,00,000 crores. If they decide to stall a pro-common anti-elitemen proposal using Rs 100 per voter, the cost would be Rs 7500 cr per such proposal. And by filing 1500 such proposals within 6 months, which would cost me and my friend only Rs 30000/- all the money of elitemen would evaporate within 6 months. And the elitemen are smart --- they would not waste their money like this. They will put with law that abolishes SEZs or many anti-elitemen pro-common law that comes. So making claims that the procedure proposed in Second Govt Order is something that elitemen can buy away only shows that person is hopelessly unaware of real life. This procedure is immune to money power as any amount of money spent will go down the drain.

Review questions

1. Say PM signs second Govt Order MRCM demands. Say out of 75 cr registered voters of India, 40 cr citizens register YES on a law by which citizens get mines’ royalties. Will citizens automatically get royalties?
2. If GO is approved by say 51% of citizens. Is it must that PM has to sign this GO?
3. Suppose a citizen submits a proposed Govt Order of 15 pages. What will be the registration charge?
4. Support 40 cr approve a GO. What would be cost incurred?
5. Can citizens propose Govt Ordinance in second 2nd GO? Or is second GO confined to proposing Govt Orders?


1. Why is MRCM making YES/NO counts non-binding in First/Second GO proposed and binding in Second GO?
2. Why do both the secular and Hinduvaadi intellectuals oppose second Govt Order MRCM Party is demanding?
3. If you support the MRCM’s first demand, then we request you to write names of 10 eminent intellectuals who know, and meet/call and find out why they oppose the First MRCM demand.
4. Please call or contact CMs , PM of Party you support, and obtain explanation why they are ALL hostile to Second GO MRCM Party demands.
